According to the method and the device provided by the embodiment of the invention, the terminal device determines the first type of an uplink resource applied from the network device, selects the first target resource capable of indicating the type from the scheduling request resource and sends the first scheduling request informationon the first target resource so as to request the network device to allocate the uplink resource of the type to the terminal device, thus, a mechanism where the terminal device can apply the uplink resource of different types from the network device is realized.
