Based on minimizing the congestion management cost of the transmission network to fully utilize the resources of the transmission and distribution network, the invention proposes a transmission network congestion management bi-level optimization model of transmission and distribution cooperation. The transmission network layer determines the congestion management scheme according to the quotation andcapacity information of each distribution network and the power plant; the transmission network layer determines the congestion management scheme according to the quotation and capacity information of each distribution network. Each distribution network determines the dispatching plan according to the adjustment requirements of the transmission network layer, and updates the quotation and capacity information to return to the transmission network layer. The invention utilizes the good function of the virtual power plant in the electric power market, maintains the existing dispatching mode andthe market structure of the transmission and distribution network, solves the transmission network congestion management problem of the transmission and distribution cooperation through the double-layer optimization method, and is conducive to making full use of the dispatchable resources of the distribution network and reducing the congestion management cost.
