The system comprises a submersible pump and a heating circulating water pump, and further comprises a first-grade flash evaporator and a second-grade flash evaporator; an outlet of the submersible pump is connected with the first-grade flash evaporator; and the first-grade flash evaporator is serially connected with the second-grade flash evaporator. The system further comprises a first-grade condenser and a second-grade condenser; the first-grade flash evaporator is connected with the first-grade condenser; and the second-grade flash evaporator is connected with the second-grade condenser. The system further comprises a heat pump; the heat pump is connected with the second-grade condenser; and the heating circulating water pump is connected with the first-grade condenser and the heat pump.
