The method comprises the following steps: acquiring an electromagnetic signal sample set and the category of each electromagnetic signal sample;dividing the electromagnetic signal sample set into a training set and a test set;training the convolutional neural network by using the training set, and evaluating the trained convolutional neural network by using the test set to obtain an optimal convolutional neural network; constructing a characteristic parameter weibull distribution model according to the optimal convolutional neural network; and carrying out open set identification on the unknown electromagnetic signal by utilizing the optimal convolutional neural network, and judging the accuracy of an identification result according to the constructed characteristic parameter weibull distribution model. The method effectively improves the accuracy of electromagnetic signal open set recognition.
