The local knowledge and the global knowledge are fused to construct the composite reference frame for predictive coding of the vehicle object in the monitoring video, the composite reference frame not only is robust to environmental factors such as illumination, but also contains rich detail information, and the coding efficiency of the vehicle object in the monitoring video is improved.
