A walking frame is slidably arranged on the steel wire; a floating ball is hung under the walking frame through a suspension cable; the floating ball floats on the water; the bottom surface of the floating ball is provided with a Doppler probe; the top surface of the floating ball is provided with a reflection prism; and the two sides of the floating ball facing the riverbanks are respectively provided with a traction rope connected to the corresponding riverbank.
