The method comprises following steps: lifting a safety rod by a pump, recording the rod lifting time, comparing the recorded rod lifting time with predetermined rod lifting time, if the difference between the recorded rod lifting time and predetermined rod lifting time reach a threshold value, judging that the fluid loop for lifting the safety rod is in a high resistance state, and reducing the resistance of the fluid loop when the fluid loop is in a high resistance state. The judging method can predict the resistance of a safety rod driving loop and is capable of processing the loop in time when the resistance of the driving loop is large so as to avoid the situation that when the resistance of the driving loop is too large, the safety rod lifting time is too long or the safety rod cannot be lifted, and related faults that influence the normal operation of the reactor arealso avoided.
