The preparation process comprises the following steps: alkalizing the raw materials by utilizing solvent, stirring, mixing, warming up for dissolving, cooling for mixing, carrying out fluorescer formulation, filtering and packaging, thus obtaining the finished product non-phosphate anti-incrustation corrosion inhibitor. The components of raw materials in the invention does not contain substances such as phosphor and the like which are harmful to human body and environment, and the non-phosphate anti-incrustation corrosion inhibitor belongs to a non-toxic nuisanceless product, has good anti-incrustation corrosion inhibition effect, is beneficial to recycling of recirculating water and discharging water, does not cause drug dirt blocking to a recovery system, is biodegradable, does not cause secondary pollution, and has the function of inhibiting the bacterium growth, thus the cost for recirculating water treatment is low and the on-line monitoring control and automatic feed of the drugs can be realized.
