By means of the method, degradation-resistant industrial wastewaters in the fields of dyes, petrochemical engineering, pharmaceuticals and the like can be effectively treated. Meanwhile, the size of the reactor is reduced, and the length of the process route is shortened. The ozone transfer and the oxidation rate are increased. Moreover, the loss during the ozone transfer and reaction process is reduced.
