The invention provides a prevention control and emergent state aid decision-making method for multiple safety and stability constrains, which comprises the following steps: when a power grid has an emergent state and a safety and stability problem of expected faults, carrying out emergent state aid decision-making calculation; classifying safety problems according to the strength of coupling degrees, and carrying out different types of aid decision-making calculation in a parallel mode so as to improve calculation speed; carrying out the same type of aid decision-making calculation by adopting a serial mode, and taking sensitivity information output by the calculation as stability constrains by sequent aid decision-making calculation to carry out calculation; combining control measures which are finally obtained according to importance indexes and sensitivity; and adopting recursion iteration to solve conflict problems of possible control schemes.
