The method comprises the steps that a to-be-tested steel coil is placed on a fixing saddle; a coil conveying and supporting trolley is utilized for conveying the to-be-tested steel coil to the station of an uncoiling coiling machine along a preset track, the horizontal distance of the coil conveying and supportingtrolley and the height of carrier rollers of the coil conveying and supporting trolley are adjusted till the center line of the steel coil coincides with the center line of the uncoiling coiling machine; an expansion core shaft of the uncoiling coiling machine is inserted in the center of the to-be-tested steel coil, and the expansion degree of the expansion core shaft is adjusted till the steelcoil is fixed; during uncoiling of the uncoiling coiling machine, an uncoiling straightener is utilized for straightening strip steel till the strip steel penetrates through a sampling shear; and a side guider of the uncoiling coiling machine presses a steel strip, and the uncoiling coiling machine reversely rotates and coils the strip steel till the strip steel is coiled into a standard steel coil.
