The device comprises an anaerobic moving bed bio-membrane reactorand a short-cut nitrification reactor which are connected with each other, wherein a mixing zone, a denitrification zone and an anaerobic ammonia oxidation zone which are communicated with one anotherare arranged in the anaerobic moving bed bio-membrane reactor, biological suspended fillers are respectively arranged in the three zones; discharged water of the anaerobic ammonia oxidation zone enters the short-cut nitrification reactor; and a reflux channel is arranged between a water outlet of the short-cut nitrification reactor and a water inlet of the mixing zone. According to the device andthe method, nitrate nitrogen, nitrite nitrogen and ammonia nitrogen are converted into nitrogen by utilizing gradual denitrification and anaerobic ammonia oxidation of an inflow organic carbon sourcein different areas of the anaerobic moving bed bio-membrane reactor, so that efficient denitrification is realized.
