The base station determines a scheduling state of a to-be-scheduled user according to scheduling information of the to-be-scheduled user, wherein the scheduling state is a stable state or a dynamic state, the scheduling information comprises at least one of scheduling input information and schedulingresult information of the to-be-scheduled user, the stable state is used for representing the scheduling information stability of the to-be-scheduled user, and the dynamic state is used for representing that the scheduling information of the to-be-scheduled user is unstable; then, determining a scheduling strategy matched with the scheduling state according to the scheduling state of the user tobe scheduled; and finally, scheduling the resources of the user to be scheduled based on the matched scheduling strategy. By adopting the method, continuously changing user behaviors can be adapted, resources can be scheduled for the user more reasonably, and the communication performance of the user is ensured.
