The method comprises steps of firstly determining an optimization target curve of a regulation and control quantity according to the adjustable potential of elastic loads in a range under the jurisdiction of a dispatching center or an aggregator; formulating a global optimization target of regulation and control; determining a load group participating in regulation and control according to use characteristics of the loads in the full time domain range, the power consumption behavior prediction result and the like; grouping the loads according to the load characteristics, and sorting the adjustment sequence of each group according to scene requirements; starting to adjust the adjustable resources in the group from the first group, and if an optimization target is achieved, ending regulation. The method is advantaged in that different elastic loads are grouped, the adjusting effect of demand response is improved, moreover, loads with the state values far away from the target value are preferentially selected for regulation and control based on sorting of the states of the elastic loads.
