The second valve element part (22) has acylindrical member (23), a passage member (24) disposed inside the cylindrical member (23), and an annular closing member (25) disposed between the cylindrical member (23) and the passage member (24).The cylindrical member (23) and the passage member (24) are configured so as to form a second U-shaped passage (29).
