The method comprises the following steps: firstly, according to a given network topology, collecting data packet requests of each node in a certain time period to obtain a traffic matrix, and obtaining a time delay matrix according to link time delay between the nodes; secondly, the minimum total cost being used as an objective function, wherein the minimum total cost comprises the cost of the required controllers, the construction cost, the time delay cost between the controllers, the time delay cost between the exchanger and the controllers, and the labor cost, and an optimal controller placement scheme is obtained through the objective function and the constraint conditions.
