According to the method, high-reliability and high-efficiency transmission of the public signal can be realized, and compared with direct application of traditional directional beam forming, the transmission efficiency of the public signal is improved due to the fact that the main lobe width of the beam is widened, the coverage angle area is enlarged and the beam scanning frequency is reduced; compared with direct application of omni-directional beam forming, certain beam gain is obtained, the transmission reliability of public signals is improved, and therefore the performance of the whole network is improved.
