Resource occupancy rate in all virtual single boards belonged to the user is recorded. Resource occupancy rates are sorted. Virtual single boards with their resource occupancy rates less than a setting value constitute a new set. Operations are allotted to virtual single boards as well as single boards in new set by using pulling mode. Changes of resource occupancy rates of single board are recorded in real time. After resource occupancy rate being periodic updated, sorting is restarted. In the invention, operations are allotted to single board with smaller resource occupancy rate in higher priorit in order to ensure equilibrium distribution. When a new single board is started up or released, balance of resource occupancy rates is broken. In the invention, balance state is converged quickly.
