[0065] In a first embodiment of the invention, a base station receives data packets from multiple UEs and buffers these packet data to forward them to multiple source UEs. Data packets are stored on a first-in-first-out (FIFO) basis. The base station runs a downlink scheduling mechanism such as the HGPS mentioned above in order to schedule the transmission of data packets to the source UE. Downlink transmission is performed using, for example, High Speed Downlink Packet Access (HSDPA). In this technique, multiple channels are available for transmitting data, each channel having a different channel code. Downlink transmissions are divided into a series of Transmission Time Intervals (TTIs), and data packets are transmitted to selected UEs on each of the different available channels.
