Next, the flip-flop 50 has four input terminals and two output terminals, wherein the preset terminal and the data terminal are coupled to the voltage source, the clear terminal is coupled to the battery connector 30, and the clock pulse input terminal is coupled to the charging and discharging terminal. The data output from the output terminal 403 of the circuit 40 and the two output terminals of the flip-flop 50 are complements of each other. As those skilled in the art know, the flip-flop 50 can be a D-type flip-flop, but not limited thereto.
