The method comprises the following processing steps: (1) titanium white (TiO2) accounting for 10 to 30 percent of total weight and water glass (Na2SiO3) accounting for 70 to 90 percent of total weight are mixed and stirred at a high speed for 20 to 40 minutes till the materials are fully dissolved; and (2)For electrical performance treatment, the electrostatic flocking fluff is added with 3 to 8 percent of a solution obtained in a step (1). As the mixed solution of the titanium white (TiO2) and the water glass (Na2SiO3) which has a medium function of fiber bonding that can bond the titanium white (TiO2) on the surfaces of the fluff is added into the electrostatic flocking fluff during the electrical performance treatment, the luster of the electrostatic flocking fluff is effectively improved to achieve the same effect as lackluster fibers, with strengthened toughness of the fibers.
