The substrate comprises two arm parts that are protruded to the annular pad and extended in the laminated direction; a connecting device for connecting the arm parts with the substrate ina separation and open way; an arm resetting device used for generating an acting force for making the arm parts reset to a primary position when the arm parts being separated and opened. Front ends of the two arm parts can be contacted with the annular pad by closing to the substrate. An interval between the arm parts is that when one arm part is relative to the external teeth, the other arm partis at bottom of the teeth of the annular pad.
