The tipping-bucket rain gauge is characterized in that: the dual-steady state turning-board is arranged above a fixed water diversion plate; the dual-steady state turning-board is formed by connecting a left clipping plate, a right clipping plate and a moving water diversion plate, wherein the lower end of the moving water diversion plate is provided with a water diversion plate shaft which is supported by the dual-steady state turning-board and connected to the upper end of the fixed water diversion plate; two sides of the dual-steady state turning-board are provided with left and right limitation rods which are fixed on the bracket respectively; and the center of gravity of the dual-steady state turning-board is above the shaft center lines of the water diversion plates, and a tension spring is arranged between the moving water diversion plate and the fixed water diversion plate.
