Abstract

The embodiment of the invention discloses a method, a device and a system for managing a cell, belongs to network technology and can solve the problem of network management aiming at the load balance between neighboring cells. The method comprises the step of: sending a message which contains a load balance identification value to a network element management system, wherein the load balance identification value is used for expressing whether the load balance between the neighboring cells is allowed to be executed. Another method for managing the cell comprises the following steps: receiving the message which contains the load balance identification value and is transmitted by a network management system, wherein the load balance identification value is used for expressing whether the load balance between the adjacent values is allowed to be executed; and modifying a stored load balance identification value according to the load balance identification value. The method, the device and the system for managing the cell are suitable for the management between the neighboring cells.
