The method comprises the following steps: when the base station determines that the source cell and the target cell of the mobile terminal which need cell switching as the internal cells of the base station, respectively determining the access modes of the source cell and the target cell; and when the access modes of the two cells are different, or when the CSG IDs of the two cells are different but the CSG ID of the target cell is contained in the allowed CSG ID list of the mobile terminal, or when the CSG ID of the target cell is not contained in the allowed CSG ID list of the mobile terminal but the working mode of the target cell is a mixed mode or an open mode, switching the mobile terminal from the source cell to the target cell, or controlling the switching according to the switching judgment result of MME.
