The method comprises the following steps of: reinforcing a bar-shaped foundation under the wall of a building; leveling the top surface; reserving an enough height; arranging the new foundation beam and the new raft; respectively arranging the underpinned steel plates below the new foundation beam and above the bar-shaped foundation under the wall; fixing the vibration isolator between two underpinned steel plates; and finally, intercepting walls below the new foundation beam and above the bar-shaped foundation under the wall. Compared with the prior art, the device and the method have the advantages of causing no destructive influence on the original building, ensuring the safety of construction, and effectively performing whole vibration isolation treatment on multistory brick-concrete structure buildings influenced by the running vibration of the subway.
