The method comprises the following steps that: a source base station sends a mobility parameter adjustment negotiation request message to a target base station to initiate mobility parameter adjustment negotiation; and the target base station judges whether to accept the mobility parameter adjustment negotiation or not, if so, the target base station feeds a mobility parameter adjustment negotiation response message to the source base station, and the source base station finishes mobility parameter adjustment according to the mobility parameter adjustment negotiation response message, and otherwise, the target base station returns a mobility parameter adjustment negotiation failure message to the source base station.
