The method comprises the following steps that: a frame control unit determines whether the FACCH signaling needs to be retransmitted according to the type of the FACCH signaling and the quality of the FACCH; the frame control unit sets a retransmission mark for expressing whether the retransmission is needed in the FACCH signaling according to the determination result, and transmits the FACCH signaling to a baseband processing unit; and the baseband processing unit receives the FACCH signaling, and determines whether to retransmit the FACCH signaling according to the retransmission mark in the FACCH signaling and whether the mobile terminal has the function of retransmitting the FACCH signaling. According to the technical scheme, the retransmission mechanism of the FACCH can be applied to any mobile terminal, so the success rate of FACCH signaling transmission is improved, and the robustness of a link is improved.
