Abstract

The invention discloses an access control method used for realizing access control of MTC (machine-type communication) equipment so as to alleviate network congestion. The method comprises: user equipment (UE) determines the random access process needs to be initiated; the UE judges whether the network congestion information sent by a network side is received; and if the network congestion information is received, the UE suspends initiation of the random access process, otherwise the UE initiates the random access process. The invention also discloses a device for realizing the method.
