The method can be used for independently testing time delays of various encoders by adopting a time delay test mode irrelevant to an encoding process and comprises the following steps of: embedding a first current time in image data; encoding the image data by utilizing an encoder to be tested and transmitting the encoded image data to a computing unit and a sampling unit; and matching image data same as sampling image data in the encoded image data by the computing unit, acquiring the first current time from the encoded image data and solving a difference value between the second current time and the first current time to obtain time delay data of the encoder to be tested. The time delay detection method and device can be used for accurately measuring the time delays of various different encoders and determining the time of a frame of image from inputting into the encoder to being output after encoded and compressed without changing the time of the encoding process of the encoder.
