The crude oil forming device is composed of a stator shell and a rotor, wherein the rotor is an empty cylinder, the two ends of the empty cylinder are provided with central shafts, the walls of the cylinder are distributed with holes, the center shafts of the two ends of the rotor are rotatably connected with the stator shell through a sliding bearing, the stator shell is provided with an oil inlet pipe and an oil outlet pipe, the inner wall of the stator shell is provided with a pair of eccentric distributing-voltage arc grooves, one of the eccentric distributing-voltage arc groove is connected with the oil inlet pipe and the other is connected with the oil outlet pipe; a pair of bosses are clamped between the two eccentric distributing-voltage arc grooves, the eccentric distributing-voltage arc grooves and the bosses are arranged along the stator shell in an axial direction, any one of the eccentric distributing-voltage arc grooves can form one half of the stator shell with the adjacent boss of the eccentric distributing-voltage arc groove, the width of eccentric distributing-voltage arc groove is larger than that of the boss.
