In an emergency radio communication method based on a public telephone network, a public telephone radio extension module comprises a radio access point (AP), a multiplexer, a modem and a divider; a disaster relief information issuing platform comprises a signal receiving module, a data processing module, a message sending module and a message receiving module; and a power module comprises an electronic switch and a storage battery device. Victims can access to the radio AP through the WiFI radio modes of mobile terminals; data information of a plurality of users is transmitted on a fixed telecommunication network by sharing the same telephone line with the public telephones under control of the modem and the multiplexer, so that the emergency communication demands of the users are satisfied; a telecommunication sector transmits the concentrated governmental emergency disaster relief information to public telephone network points through the fixed telecommunication network, and then the concentrated governmental emergency disaster relief information is directly displayed on an information screen after being analyzed and processed by the disaster relief information issuing platform; or, the radio AP broadcasts disaster resistant rescue emergency messages to all the users within the coverage area of the radio AP.
