A control valve hand wheel is arranged on an upper end of a steel cylinder; a natural gas outlet is arranged below the control valve hand wheel; a movable cover is arranged on a position at lower end of the steel cylinder and near to a pedestal and is provided with fastening screws and a movable shaft. When natural gas hydrate is needed to put into the steel cylinder, the steel cylinder is first reversed, so bottom of the steel cylinder is up ward; then the movable cover at the lower end of the steel cylinder is opened; granular natural gas hydrate is filled into the steel cylinder; after loading, the natural gas hydrate decomposes into natural gas in the steel cylinder, and pressure in the steel cylinder raises; as the movable cover is larger inside and smaller outside, the movable cover will be pressed tighter and tighter under effect of pressure to avoid natural gas leakage. As for usage of the natural gas, when the control valve hand wheel is rotated, the natural gas will overflow from the natural gas outlet for usage.
