The method includes: firstly, utilizing a home nodeB gateway to receive an access request of user equipment, extracting a user number in the access request of the user equipment, then converting the user number into a user identifier and transmitting an updated access control instruction message including the user identifier to a home nodeB; and afterwards, utilizing the home nodeB to extract user identifier information of the authorized user equipment from the received updated access control instruction message, and setting up or updating an access control list according to the user identifier information. The method has the advantages that the access control of the user equipment can be realized, and practical needs of a user are met.
