The method comprises the following steps: 1) erecting the high definition camera at the road junction on the upstream of the road, through which the vehicles pass; 2) continuously shooting the queuing condition of vehicles on the road by the high definition camera; 3) identifying if overflow occurs according to an image recognition method, if yes, skipping to the step 4) for continually executing, and if not, skipping to the step 2) for continually shooting; 4) utilizing the distinguishing model to identify the truth of the overflow, if the overflow is true, skipping to the step 5), otherwise, skipping to the step 2) for continually shooting; and 5) starting the red light signal on the upstream and preventing the vehicles from entering into a downstream road, thereby preventing the generation of the overflow.
