A lighting emitting device and an illumination device which are capable of restraining error lighting for a lighting emitting element by focusing on reducing the stray capacitance. The invention is a light emitting device(1) which includes a substrate(2), a lead pattern(4) and a plurality of mounting pads(3), and a plurality of light emitting elements(5). The substrate (2) includes an insulating layer. The lead pattern (4) and the plurality of mounting pads (3) are formed on a surface of the substrate (2). The lead pattern (4) and the plurality of mounting pads (3) are conductive. The plurality of mounting pads (3) are configured not to electrically conduct.
