A terminal establishes connection to a data gateway of a packet data network through a first access network and a first access gateway; the terminal establishes wireless connection to a second access network and sends a request for establishing connection with the data gateway to a second access gateway; the second access gateway sends a connection establishment request to the data gateway; the data gateway acquires the service stream routing rules of the first access network and the service stream routing rules of a second access network which are established according to the network information, and sends the service stream routing rules of the second access network to the terminal through the second access gateway; and the data gateway establishes, modifies or deletes the bearing of the first access network, and issues the service stream routing rules of the first access network to the terminal through the first access network.
