The tracked steamship / vehicle is characterized in that the tracked wheels connected and fixed together with the pendulum shaft of which the middle is longitudinally fixed and two horizontal ends swing vertically are arranged below two sides of the hull; and the periphery and the bottom of the hull are provided with the watertight bulkheads of which the total buoyancy is larger than the total weight of the steamship / vehicle. The water-resisting enclosure is arranged at the periphery above a deck of the cabin, and the front part of the deck is provided with the rescue suspension arm.
