The indoor positioning device comprises a first receiver, a storage and a processor, wherein the first receiver is used for receiving optical signals emitted by lighting lamps; different lighting lamps emit different optical signals which correspond to different coded information; the storage is used for storing an indoor map and a corresponding relation of decoded information and address information; the address information is used for indicating the address of a lighting lamp in the indoor map; and the processor is connected to the first receiver and the storage respectively and is used for processing the optical signals to obtain the decoded information corresponding to the coded information and searching address information corresponding to the decoded information in the storage. By the invention, the positioning accuracy and timeliness are ensured.
