The invention discloses a navigation device and a system, wherein the navigation device comprises a first receiver, a memory, a second receiver and a processor; the first receiver is used for receiving optical signals emitted by illuminating lamps; different illuminating lamps emit different optical signals; different optical signals correspond to different coding information; the memory is used for storing an indoor map and corresponding relationship between decoding information and address information; the second receiver is used for receiving address information of destination; the processor is respectively connected to the first receiver, the memory and the second receiver and used for processing the optical signals to obtain the decoding information corresponding to the coding information, finding out the address information of the illuminating lamps corresponding to the decoding information in the memory, and determining a navigation route on the indoor map according to the address information of the destination and the address information of the illuminating lamps; and the navigation route is the route from the address corresponding to the illuminating lamps to the address corresponding to the destination.
