The invention provides a service resource control system comprising a service determining module, a resource demand determining module, a resource surplus counting module, a control mode determining module and a resource allocation control module. The service determining module is used for determining a target service corresponding to a service request message; the resource demand determining module is sued for determining the quantity of a system resource demanded by the target service according to the previously recorded the quantities of the system resource demanded by different services; the resource surplus counting module is used for counting the surplus of the system resource; the control mode determining module is used for comparing the surplus of the system resource with the quantity of the system resource demanded by the target service, and determining a resource control mode to the target service according to a comparison result; and the resource allocation control module is used for controlling the system resource allocation for the target service according to the determined resource control mode. Correspondingly, the invention further provides a service resource control method.
