The method is implemented by means of a waterlogging monitoring system; the structure of the waterlogging monitoring system comprises a group of front-end acquiring devices, a monitoring center provided with a central processing unit and a group of outdoor traffic information display screens; and each front-end acquiring device comprises a direct-current power supply circuit arranged in a waterlogged road section, a water level sensor, a microprocessor and a wireless communication module and is characterized in that the water level sensor is connected with the microprocessor; the microprocessor is connected with the monitoring center by means of the wireless communication module; and the monitoring center is connected with the outdoor traffic information display screens.
