The device comprises a steel ring, a drum, a funnel, a water collection tank and electronic analytical balances, wherein the steel ring is nested in the drums, and a nylon mesh is paved at the bottom of the drum for holding litter; the funnel is located inside the drum and below the steel ring, is connected to the flow collection tank through a round tube, and is used for transferring vertical infiltration water in the litter layer to the water collection tank; the water collection tank is located outside the drum, and used for receiving water transferred from the funnel; and the electronic analytical balances are respectively located at the lower parts of the drum and the water collection tank, and used for measuring the vertical infiltration quantity and the horizontal migration quantity of water in the litter layer.
