The system comprises a rainwater pipe network, a water storage tank, a water wheel generator, a reaction pool, a rainwater electrochemical reaction device, an electric separator, a washing storage tank, an electromagnetic field absorbing device, a strong electric field absorbing device and a purified water storage tank. The electrochemical self-purifying method comprises the following steps of: first, performing rainwater electrochemical reaction for collected rainwater to separate out pollutants in rainwater; and then, removing the pollutants out of rainwater through four steps: electric separation, electromagnetic field absorption, strong electric field absorption and washing and removing dirt. The rainwater electrochemical reaction device, the electric separator, the electromagnetic field absorbing device and the strong electric field absorbing device are supplied with power by electric energy converted by rain energy, and the shortage is supplemented by an external power supply, so that electrochemical self-purifying treatment of rainwater quality is realized.
