When the insulating paint is used, water is added in the insulating paint, the mixture is stirred and diluted to form a product with a solid content of 30 to 40 weight percent and the pH value of between 7 and 8, and the product is coated on a conductor to be solidified into a paint film at the temperature of between 120 and 130 DEG C.
