The LED actuator preventing the LED from flickering further comprises a starting control circuit which is used for enabling the voltage of the power supply input end of the PEM chip to be lower than the starting threshold voltage of the PWM chip when the output voltage of the filter circuit is lower than critical voltage, and the starting control circuit is also used for enabling the voltage of the power supply input end of the PWM chip to be higher than or equal to the starting threshold voltage of the PWM chip and enabling the voltage of the power supply input end of the PWM chip to be constant when the output voltage of the filter circuit is higher than or equal to the critical voltage.
