Abstract

Embodiments of the present disclosure describe techniques in which a device may transmit, to a network controller of an evolved packet system (EPS), a first non-access stratum (NAS) message including a device properties information element (IE) with a low-priority indicator set to indicate a mobile station (MS) is configured for NAS signaling low priority; transmit a second NAS message to establish a packet data network (PDN) connection, the second NAS message including a low-priority indicator set to indicate the MS is not configured for NAS signaling low priority; and perform an EPS session management (ESM) procedure related to the PDN connection or an EPS mobility management procedure related to the PDN.
