The method comprises the following steps: (1) obtaining information of the criminal's vehicle through persons who call the police or a monitor video and determining a target vehicle; (2) extracting invariant features, such as a surf feature, of the target vehicle based on the image information of the target vehicle; (3) quantifying the surf feature into a feature describer which is then transmitted to a central control center, and determining a criminal potential area based on crime places and time and the like; (4) the central control center transmitting the feature describer of the criminal's vehicle to each reconnaissance network and after matching with reconnaissance vehicle, reducing reconnaissance range; (5) the central control center sending the feature describer to front patrol vehicles within the reconnaissance range; and (6) performing surf feature matching on real-time monitor video in the patrol vehicles, and if the front vehicle is matched successfully, executing tracking.
