The invention discloses smoke-gas treatment system and method of integrated desulfuration and PM2.5 (Fine Particulate Matter) desorption by adopting an ammonia process. The smoke-gas treatment system comprises a smoke-gas integrated treatment tower, an ammonia desorption agent pulping and slurry supplying system, a water circulation system and a side product preparation system, wherein the ammonia desorption agent pulping and slurry supplying system is connected with the smoke-gas integrated treatment tower; a desulfuration size outlet of the smoke-gas integrated treatment tower is connected with the water circulation system in a conducted manner; the water circulation system filters and separates desulfuration slurry to obtain filtered clean water and concentrated waste liquid; the filtered clean water is introduced into the smoke-gas integrated treatment tower; the concentrated waste liquid is introduced into the side product preparation system. The method provided by the invention comprises the following steps: a step of preparing an ammonia desulfuration agent; a step of desulfurizing and removing the PM2.5 by adopting the ammonia process in a coordinative manner; a step of treating waste liquid; and a step of preparing a side product.
