The monitoring and recording instrument comprises eight parts, namely a host case, an angle measurement module, a depth measurement module, a storage-battery management module, a video monitoring module, an external storage module, a remote monitoring module and a remote server, and all the six modules are connected with the host case by virtue of data lines, wherein the remote server and the host case realize signal transmission. The monitoring and recording instrument and the working method disclosed by the invention have the advantages that when the inclination angle and the draft of the ship on the water are larger than set thresholds, alarming signals can be sent; information including the angle, the depth, the speed and the position of the ship is stored in equipment, navigation track and illegal information and the like can be displayed in an interface of client-side software of the remote server by extracting and analyzing data, so that great convenience is brought for the traffic department to remotely supervise the transportation ship; meanwhile, due to provision of the video monitoring function, the real-time video monitoring to the ship at the remote server side can be realized.
